BRING BACK THE DEATH PENALTY

(For people who drop litter)

Is it time to introduce the death penalty for people that drop litter? And I mean exclusively for people who drop litter? Because people who drop litter are WORSE than murderers. At least murderers clean up after themselves - wiping down fingerprints and mopping up blood. But people who drop litter leave their crime for all to see.
